How to install Theme Test Drive in wordpress.com

Hi,
I need to install the Theme Test Drive plugin on my wordpress.com site (buildtools.com.au).
I would like to work on a new theme, whilst leaving the current active until I am ready to publish the new theme.
I am new to wordpress with limited knowlege, so please excuse me if this has been asked before.
