how to link a website to a viewer

Hi, our site had a viewer guest capability that started asking for a two step verification. We did not want that to be enabled. It is turned off, but still continues to ask for the two step verification. So, I deleted the user and reinstated the same user with a new password. Now the website is not linked to the user name. How do I link the website to the user and also not have the two step verification activated. This website is for our residents to view any new information in our program. I could really use some help on this. We can not find the answer and have used AI for a couple of days now trying to fix the problem with no luck.

It sounds like two separate issues are happening here.
First, regarding the two step verification. If your site is on WordPress.com and uses Jetpack or WordPress.com accounts, two step verification is controlled at the account level, not the site level. Even if you turn it off on the site, the user may still be required to use it if it is enabled in their account settings.

https://wordpress.com/support/security/two-step-authentication/Second, about the site not being linked to the user. Deleting and recreating a user does not automatically reconnect ownership or roles. You need to manually assign the correct role again.
Go to Users in your dashboard and make sure the user has the correct role such as Administrator or Editor depending on what access they need. If this is a WordPress.com site, also ensure the user is added to the site under “People” and has accepted the invitation.
