how to list all post titles

I’m using the twenty sixteen theme. is it possible please to get all the post titles to show up on a separate page, which I’d call All Posts or Archive.
Also, I’d like to show just excerpts on the Blog page, but while I’ve checked excerpts in the Reading tab, the whole post is still showing. Is that a limitation of this particular theme?

To simply list post titles, try the Latest Posts Block: https://wordpress.com/support/wordpress-editor/blocks/latest-posts-block/
As for post excepts, that particular setting only affects how posts appear in your RSS feed.
For a bit more control, create a static front page on your site https://wordpress.com/support/pages/front-page/ and then add the Block Posts Block to it: https://wordpress.com/support/wordpress-editor/blocks/blog-posts-block/
