How to make the blog in two different languages?

  What is the easiest way to make the same blog in both english and norwegian?
  Do I have to make two different blogs? If so, how can I link them together?

  We don’t have this feature on WordPress.com, but you can create a Translations page and use a translation widget.

  There are no restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.
