How to send request to owner of an old WordPress blog which is treated as ‘private’? Where can we receive the approval? Is it through email/ Gmail? What if the owner of the old blog himself is now the person requesting to see it? Wordpress.com never reveals contact information. So it’s up to you to find out how to contact a wordpress.com account.
Only the owner of a private blog is able to invite people, not the other way round.
If I understand you well, you are or were the owner of an old blog that has been set to private. To have access to the backend, you must be logged in to the account owning that blog. If you no longer have access to that account, just follow instructions at https://wordpress.com/support/account-recovery/
