How to start a new blog as an existing blog's reader?

  My wordpress account was set up as a reader in an existing blog (The Incidental Economist). Now I would like to set up my own blog, but don’t see a link or any instructions on how to do that. ??

  You can do it from your grey Admin bar. Click on your name and a drop-down appears including Manage My Blogs. Click on that. At the bottom of that new page is Register A New Blog.
