I am getting hateful and disrespectful comments on my blog. Yes I have to approve them or disapprove them and all, but that seems to do nothing. I mark them as spam and they make new accounts and go right back at it. I currently have one user under investigation due to a questionable email and the fact the users comment for this type of email address was extremely rude and disrespectful as well as un-professional.

Well, it sounds like you’re dealing with them appropriately. If the cross over into illegal territory, eg physical threats, contact the police and hold them in moderation till the police have made copies.
Being disrespectful is not abuse, and it is not a violation of the Terms of Service. Do not mark non-spam as spam; simply delete it, send it to the Trash if you don’t want to see it. You can blacklist usernames and emails on the Dashboard Discussions page.
