How to upload existing files to my page?

I have a brand new blog on WordPress and I want to upload some existing files to it from my Windows computer. I want to replace the front page with a table of contents (“index.html”), and to upload several other pages that it links to.
I have instructions from
<https://www.howtogeek.com/272176/HOW-TO-CONNECT-TO-FTP-SERVERS-IN-WINDOWS-WITHOUT-EXTRA-SOFTWARE/>
Following those instructions, in my file explorer, “This PC”, I’ve right-clicked the right pane and got as far as “Add Network Location”.
Here I need to “Specify the location of [my] website”.
For the addresses I’ve tried, I get the message “The folder you entered does not appear to be valid. Please choose another.”
It should be a simple matter: What address do I put in the box to access the destination for my files to upload to?

The blog I need help with is: (visible only to logged in users)

• Hi there,

It is not possible to upload website files to a site on WordPress.com, as we do not provide FTP access that you need to upload a file directly to the servers.

https://en.support.wordpress.com/ftp-access/

The tutorial you link to only applies to sites using the open source version of WordPress at hosts that offer FTP access. That tutorial does not apply to sites hosted on WordPress.com.
