.htaccess file in wp-admin folder

I seem to have a problem where a .htaccess file keeps appearing in the wp-admin folder. It has the following contents:-
Order Allow,Deny
Deny from allOrder Allow,Deny
Allow from allIt stops me opening any file in the WordPress site and gives me a 403 error. No access to products, pages, theme editing, nothing. Sometimes the actual admin interface is all text and sometimes it looks normal – I get excited – then as soon as I click on something good old 403 Forbidden!
I can go into the file manager and delete the .htaccess file and I have access again but obviously, this isn’t ideal as I don’t want to give my colleague who also works on the site access to the file manager if I can help it and its a pain in the bum. After a few hours the file appears again. No warnings.
Does anyone know where this file might come from and how to get rid forever? I’m quite new to all this so go easy on me.

I checked your site and it appears you’re in the wrong forum. Although your site is connected to WordPress.com via Jetpack, it is using the open-source WordPress.org software and you need to seek help at these forums:
