Is this happening on a site hosted on the servers here at WordPress.com, or is it a self-hosted WordPress site (hosted with a different company)?

It’s a WordPress site hosted somewhere else, at petetarsi.com
The steps you gave me are exactly what I did to cause the problem. And this problem is preventing me from even getting to that setting page to change it back.

That site is using the self-hosted version of WordPress.
To change site URL back, please try following the steps outlined at the link below:

You don’t need to access the settings page to change it back, there are other ways to change it – such editing the database directly, editing wp-config.php.

If you’re struggling to change the URL by using one of those methods, try contacting GoDaddy support. If you get through to a competent and helpful member of GoDaddy support, they should be able to help you change it.
We can’t help you change it here because we don’t have access to the database or site files – but Godaddy do.
