  You can’t install third party themes and plugins on the Free Plan. To do so you must upgrade to the Business Plan.

  I am unable to download any themes from WordPress as all

  On a free wordpress.com website you can choose from 111 free themes in the themes repository, https://wordpress.com/themes/free
