Hi there, on sites hosted here at WordPress.com, you can only install themes from outside of WordPress.com if you have the WordPress.com Business plan upgrade.
The only other way would be if you hosted an installation of the WordPress.org software on a different web host. Then you could upload and use the Divi theme. Self-hosting an installation of WordPress is much easier than it used to be, but it does require more knowledge and skill to deal with troubleshooting, upgrades and software conflicts that may arise.
