Are you aware that teaching people spam techniques is against the Terms of Service and will get your blog suspended? I suggest you find a different host.

I didn’t do that. Tell a friend script is not spam. Please do not suspend my blog. because it s a big big wast of my time and energy.

MLM and similar schemes are also banned at WordPress.com. I really do think you’d be better off in the long run finding a different web host.

Actually I am using this site to train people in the field of internet marketing but not the MLM or similar. This is a training site and not to market any of the opportunities.

As to your original question, WP uses PayPal for credit/debit card processing. They have a number of countries blacklisted and do not accept credit/debit cards from those countries. Apparently you’re in one of them or are using a card issued in one of them.

You can take your custom domain and point it to a site hosted elsewhere easily. You can’t do the same with a wordpress.com URL like whatever.wordpress.com as far as I’m aware.
WordPress.com, as you have seen, has different, and stringent, rules.
