I cannot find the "plug-in" button in the admin panel

  I cannot find the “plug-in” button in the admin panel, can i use the third party plug-in in wordpress here?? if yes, how can i do?

  WordPress.com sites already have a lot of built-in plug in capabilities, but we cannot add 3rd party plug-ins, hence no plug-in dashboard.
