I can’t create a new post or edit existing posts

When I click on ‘create new post’ or the pen icon the screen jumps slightly but nothing happens. I am totally confused by the different hosting service thing.

Instead your host (Bluehost) uses the open-source variant of the WordPress platform which functions differently than what we offer here on WordPress.com.
