  I have administrator rights in my web-page (https://lvivmedievalclub.wordpress.com) but i can not download any plugin to my website. Thanks!

  The most popular plugins are already installed in WordPress.com sites and it is not permitted to install your own. Anything you have read to the contrary refers to self-hosted sites using the WordPress.org software.
