  Hi there, what WPcom site are you working on?

  Since it looks like your account is fairly new, if you are using any of the newer block editor ready themes on your site, it isn’t currently possible to change or add a background image to your theme.

  If you meant something else, like a header image, please let us know the address or the theme you are using on your WPcom site.
