I can't find "Install Themes" in Appearance to upload themes

  I only find “Manage Themes” but not “Install Themes” in Appearance, I can’t upload themes

  No, you can’t. http://step3test.wordpress.com/ is a WordPress.COM blog, and you can only use the themes on your dashboard under Appearance. Themes to upload are for WordPress.ORG blogs with paid, independent hosting. There is no upgrade here that will let you upload themes, but with the Custom Design upgrade you can tweak existing themes.
