  You can’t upload third party themes on the Free Plan. To do you must upgrade to the Business Plan.

  I bought theme Vegie. Is it possible than I cant install it until upgrade to the Business Plan

  Please see @staartmees’s reply above. The Business Plan is required to use themes bought elsewhere on WordPress.com.
