We cannot disable 2FA on a different account at your request under any circumstances. We can’t even do that on your behalf if you request it via the correct account. Only the logged in owner of an account has the ability to disable 2FA.
I am trying to confirm if this is actually for a WordPress.com account, or for a WordPress site hosted somewhere else, which is why I asked you for your site URL. Knowing (or guessing) the email address or phone number associated with an account does not in any way prove you own it, which is why I didn’t ask for that information.
When you set up 2FA on WordPress.com you are provided with a set of backup codes to print out for use in a situation like this. Have you tried those yet?
If your backup codes don’t work, or if you didn’t print them out, you’ll need to follow our account recovery process to verify ownership of the account in question first. Once you verify ownership we can provide you with a single-use code to regain access, after which you can disable 2FA yourself.

If you can’t submit that form, email passwordhelp[at]wordpress.com from the address associated with that account instead so our account recovery team can verify your ownership manually.
