i cant see add new button in themes options? why?

  i m unable too see add new button in themes option?
  so ho can i install theme except wordpress own hosted themes?

  You cannot. In a wp.COM blog you can only select one of the themes available under Appearance>Themes.

  So how do you go about doing so? Do you have to hose a site on a private server?

  When you have WordPress.org blog you either need to install the software on your own server or with a 3rd party provider. http://get.wp.com/hosting/ Then you will have FTP access and can upload themes and plugins.
