I could not find pluggins tab in my control panel

I am a developer, so i want to add the plugins to my blog like code formatter or syntax highliter.. I could not find those options.. May i know the difference between the wordpress.org and wordpress.com .. because when i search in google it is redirecting to wordpress.org .. please help me

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
