Where do you see you’re being charged?
You only own three free sites with us, and you don’t own any upgrade plans on any of those sites.
You also have one site connected to your account that’s hosted somewhere else. That hosting provider would be charging you a fee for the hosting services they provide. You’ll need to contact them directly to ask about that.

Please don’t post sensitive information like receipt and transaction IDs here in the forums. Everything you post here is completely public, and that information can be used by someone to gain access to your account.
As indicated on the receipt, that charge is for the annual renewal of the Premium Plan on the site, rachelguthrie.com / https://rguthrie.wordpress.com/
That plan was bought in July last year by a different WordPress.com account than the one you’re using to post here.
If you no longer use that site, log into that other account, and you’ll be able to cancel the upgrades for a full refund from https://wordpress.com/me/purchases/
If you don’t remember the login details for the correct account, log out of the
thesmccbeaconaccount you’re currently logged into, and then use the email address at which you received that receipt to reset your password for the other account:
