I didn't find a Plugins tab in the Dashboard

    Dear, WordPress.com!
    I have created a FREE blog/website at wordpress and after used i didn’t find a Plugins tab in the Dashboard, so I read “Plugins on WordPress.com” at http://en.support.wordpress.com/plugins/ but i still not understand about “On WordPress.com, we include the most popular plugin functionality within our sites automatically. As a result, WordPress.com users won’t find a Plugins tab in the Dashboard.”
    All FREE users don’t have plugin tab or some (free) users don’t have it? If only some (free) users can’t install and use more plugins, so, would you mind helping me troubleshoot the plugin tab in my dashboars? Thank you very much!!! I look forward to hearing from you.

    No users at WordPress.com have the plugins tab. You cannot get plugins on a WP.com blog. There is no upgrade you can buy other than the $30,000 a year VIP upgrade that will change that.
