You can reconnect Jetpack from the Jetpack section of your site’s Dashboard after logging in at http://theveganpanda.com/wp-login.php

I’m unable to log in using that link. It pops up and when i enter my username and password it just pops up again. I don’t know what to do at this point.

Your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers. You can find more information here about the differences between WordPress.org software and WordPress.com: https://wordpress.com/support/com-vs-org/
https://wordpress.org/support/ is a great resource for sites using the open source WordPress.org software, and you can find support for that at: https://wordpress.org/support/forums/
And, they have some options for you at https://wordpress.org/support/article/resetting-your-password/
Your hosting provider’s support team may also be able to assist.

I can Login to WordPress.com just not the WP login link you put above. I used to have my blog in my sites dashboard, but after disconnecting jetpack, it has disappeared. And I’ve tried to get it back but it’s just created new sites, which isnt what I wanted. I don’t understand?

That is a self-hosted WordPress.org site, which we really can’t help with here.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/
And, they have some options for you at https://wordpress.org/support/article/resetting-your-password/

But ive never used the other site? I don’t understand how it can be there when i’ve only ever used wordpress.com .

The site theveganpanda.com appears to be a self-hosted WordPress (also called “.org”) site hosted on SH.cz Web Hosting, and not a site hosted on our WordPress.com service.
You can confirm here: https://gwhois.org/theveganpanda.com+dns
To clarify, we are not the only providers of WordPress sites, and SH.cz also happens to offer WordPress sites, but they use a different version of the platform than what we use here. I guess you could say we are competitors, since we both offer WordPress sites, but our companies are not related, and the site theveganpanda.com is NOT hosted on WordPress.com.
To regain access to your site, you will want to ask SH.cz support for help in following the steps here to get back in to your site: http://codex.wordpress.org/Resetting_Your_Password
Once you have regained access, you can activate the Jetpack plugin (which uses our WordPress.com login system) and then you could use that login method going forward.
