  If I have a domain of my own from some other vendor, can I use the woocommerce plugin for free? Why is it not letting me use it

  If you want to use plugins on the wordpress.com platform, you must upgrade to the Business Plan.
  If your domain at the other vendor includes hosting, you can install WooCommerce over there.
