  If you are talking about having purchased a plug-in for use on the WordPress.com you have linked to, you should contact the plug-in author directly for a refund since we cannot use plug-ins on WordPress.com.

  I believe you should get the refund from the website where you purchased it.

  To better understand the differences between WordPress.com (where we are) and the standalone version of the WordPress software, you can read this Support Doc http://support.wordpress.com/com-vs-org/
