    I keep getting charged a subscription fee for $9 but it doesn’t show up on my billing history. I just want to use the free version. I don’t recall signing up for anything paid.

    I looked up the logs for this account and we have no record of any payments or subscriptions on this account. That means you must have a different WordPress.com account where the subscription is.
