  I need to know if the person having rights of this domain mjadda.wordpress.com is not using it. How and when can i get it?

  and do i have to buy the current domain or is it free for life time and only that i have to do is update my ID

  http://mjadda.wordpress.com/ clearly belongs to someone else. If you can find them somehow using your cyber-detective skills, and convince them to give or sell it to you, then you can have it. Otherwise you cannot. Staff will not give you their contact details either.
