I need help with a little wordpress lingo.

Hello, I have some general question for you guys to help me get started in building my site.
My first question has to do with terminology. I’m new and am a bit confused and I can’t find the answers I need until I know what questions to ask and I can’t ask those questions without understanding the ‘lingo’.
I’m confused, there is so much info out there about wordpress. My main question has to do with building a page “layout” or something like that.
All I want to do is to be able to have some sort of nice graphic at the top of my page – maybe some kind of fancy slider. Under that I want to have some text type stuff. And at the bottom of the page I want to have some neat buttons that work like a menu to other pages. What is the right term for what I’m trying to do? Am I talking about a theme, or a framework, or a layout, or a wisywig editor or what. What I’d really like to do is find something that is free that will let me say “hey, I want a page that automatically adjusts to peoples browsers, i want to be able to some how drag and drop some boxes into the areas I want and then be able to add the pics and text to those boxes.”
Also, can I do something like that from within my website or do I have to do something like that offline and then upload it. I already have an account with bluehost and a domain name and have installed wordpress there.
