I need to change DNS

I registered a domain .com and I need to change the DNS to direct my blog to another hosting service, but I cannot make it: when I access the page Domains on the WordPress control panel, I click on Edit DNS, but the DNS don’t appear. I heard that this is possible only after 60 days of the date of registration of the domain, but it has been more than 60 days and DNS has still not appeared. How to proceed?

Update Nameservers
The nameservers control where traffic for the domain goes using DNS. Now I’ve got another problem… I changed my DNS to a host service and I’d exported all data because I lost all my posts, now when the site is in another server. I know I need to send the. xml file to FTP, but which folder should I save it to my posts re-appears on blog? Which way to go?
