I own two domain names for this site. One is in use with Blogger, and I’d rather move it to WordPress. I would be donating to the organization to upgrade, and don’t want to pay for the primary domain name – twice. Ultimately I want to use the dot com name and point the dot org to this site if I upgrade. thank you

We don’t currently accept incoming domain transfers. However, a domain you already own can be connected to your WordPress.com site with domain mapping:

Domain mapping is a feature of paid plans — Personal, Premium and Business. Each plan includes a credit which can be used to map a domain or register a new one.
I would be donating to the organization to upgrade, and don’t want to pay for the primary domain name – twice.
You will need to continue to renew the domain with the current registrar. Our plans only include the renew cost for domains registered through WordPress.com.

If someone has a specific question about upgrading, it might be better to not have a forum question the only option.
Come on. There is much here that isn’t true based on other blogs, I have. And now? I was going to upgrade to premium with another blog but will be looking at a pure hosting program with the registrar, I was given the impression I could transfer domains. If I can’t transfer then how can I register??
I spent years as a web development and designer and have been continuing this in donation projects, helping non profits. This answer will keep them in blogger-world for a while longer.
We used to pay $13 to map a domain – still do on several sites – but new blogs now we have to pay a $3 month fee? This fee includes registering a domain and pointing it. There is no other advantage here? If we already own/pay for the domain somewhere else, what is the advantage? essentially we pay more. You don’t transfer the domain, but if we don’t own a domain you will register it? Bot actions are done with a registrar … why not? Those of us who are established in any manner pay more?
Very disappointed in this answer and would, again, prefer to have an email exchange than a public posting in a forum.

Domain mapping use to be available as a stand alone upgrade but this was changed last year and it is now only included in paid plans.
You don’t transfer the domain, but if we don’t own a domain you will register it?
Domains can be transferred away from WordPress.com but we don’t currently accept incoming transfers. Paid plans include a domain credit which can be used to either register a new domain or map a domain you already own.
