  I purchased a theme and it won’t let me install it unless I upgrade but I am hosting through GoDaddy.

  wordpress.com is in no way related to hosting on Godaddy. Hosting on Godaddy means your site uses the open source wordpress.org which is totally unrelated to wordpress.com, https://en.support.wordpress.com/com-vs-org/
