I want a blog of a person who created it and never used it.

I found a blog (‘…’.wordpress.com) that the administrator does not use since 2006 (blog creation date), but I would love to use it. How do I do? if necessary, as I will contact this person? It does not answer the comments left on your blog, may never have been seen them, maybe even your registered email is outdated.

If the website has comments activated on posts or pages, you may leave a comment asking if the owner would be willing to transfer the website address over to you. There might be an email address provided on the site, or at the public profile (Gravatar) page of the site owner/administrator. -

There is no expiration date on .wordpress.com blogs unused, reserved or otherwise. If and only if, you can make contact on your own with the owner of an unused blog via submitting a contact form on the site or commenting on a post on the site, then providing the site owner is agreeable to it there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
In the case that there is no contact information or you do not get a response to a contact form submission or to a comment on the site, Staff will not breach the privacy policy and provide you with an email address.

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
