I want a new feature in website

    I want a feature or page like this on my site, https://sub4unlock.com/
    I am not sure that its the right place to ask this question;
    I am giving the link of the page that I want to create, its not a spam I don’t want you to visit any site, but its really hard to explain the feature that I require.
    So please help me out.
    And if this is the wrong place to ask such question, so please tell where can I get help from?

    When you take a look in the page source, that site doesn’t use wordpress but it’s made using bootstrap.
    I would start with the site of the theme they used.
