  I’m not seeing any upgrades associated with the WordPress.com user account that you are posting from.

  Typically this happens because you ended up with a second WordPress.com user account at some point and THAT account is the one that was used to purchase the upgrade. You will need to log into that second account in order to get the VAT information.

  What is the URL of your website? We should be able to find more information out that way.
