  A bmp file is much to big and isn’t allowed on the wordpress.com platform, https://wordpress.com/support/accepted-filetypes/#images. It’s better to convert it to jpg or even better webp.

  I converted it to JPG and it still says it is too big.

  32kb and you’re still receiving “it’s too big” message? I would clear your browser cache and try uploading the file again. Let us know if that does not work – if it doesn’t, it should be because the file is too big.
