Plans won’t make any difference. Plugins can’t be installed here at WordPress.com. You’d really be better off looking towards WordPress.org for what it looks like you’re intending to do.

Interesting! I would prefer to use a developer for this project and I asked a couple of local wordpress pros; they said they could do it but then their price for doing it didn’t support what they said. If I could find an affordable developer I would love their help getting this done. I am new to wordpress and would love to learn the system but this puts me a risk of not getting it done?
