  You can’t import third party themes on the Free plan. To do so you must upgrade to the Business Plan, https://wordpress.com/pricing/

  This is free but I have bought hosting I have premium

  You can’t import third party themes and plugins unless you upgrade to the Business Plan. So it’s not possible on the Premium Plan.
