  Yes, you would have to upgrade your plan to either business or e-commerce .

  If I buy a host and install wordpress and woocommerce on the host, do I need to pay extra and upgrade the package?

  You are mixing up wodpress.com and wordpress.org which are 2 completely different and unrelated things, https://en.support.wordpress.com/com-vs-org/.
  If you buy hosting elsewehere, you must install the open source wordpress.org and next you can install the woocommerce plugin.

  if you buy a host then further support and documentation will be available on these forums ( https://wordpress.org/support/forums/ ) as WordPress.com and WordPress.org are two different entities just as @staartmees has pointed out.
