I want to make one site for multiple users with no one can access the other users data

  I want to create a landing page site for registering students, the thing is that this site will receive registrations all over the world and each country will have its own registered students *managed by multiple admins*, my question is that can I separate databases in order each admin can only has access to his students data, is this possible or should I make multiple sites with separated accounts on wordpress?

  That’s not specifically possible.

  The closest you can do here is have a separate site for each, and make them private: https://wordpress.com/support/settings/privacy-settings/
