I want to subscribe to Unlimited Themes

  When I try to follow the directions in the email, I do not see the options described. When I finally find Unlimited Themes and try to buy it, I get taken to my page that shows me already subscribed to the Premium plan. How do I now add Unlimited Themes?

  Your site already has WordPress.com Business, which includes unlimited themes.

  So that is why you are seeing the message that it isn’t necessary to buy anything additional.
