  So, I want to use the tawk.to plugin which is free and always will be, but I don’t want to pay to be able to put the plugin on my website.

  Hi there, only sites with the Business Plan upgrade can use plugins here at WordPress.com.

  We do have this Widget though that can be used on free sites. https://en.support.wordpress.com/widgets/tlk-io-widget/
