  I have a free WordPress website but I want to create a new one that has nothing to do with the old one

  then logout of the existing account and open a new account and blog with a new email address

  Make sure you clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies before you register the new account.
