I was charged $66USD via Paypal on the 2nd November and this doesn’t look right to me. Is there anyway I can speak to someone about this?

We have absolutely no history of purchases, transactions, or billing activity of any kind since 2020 under the account you’re currently logged into.
If you enter the charge details at https://wpchrg.wordpress.com/ we should be able to help you with this.
If the charge is located using the above site, but you are not presented further options, please contact us via billingsupport@wordpress.com
Perhaps the charge was under a different account? If so, you can use the transaction ID to recover access to the other account: https://wordpress.com/support/account-recovery/#account-recovery-form

The charge was via PayPal and that link only allows bank details. I believe I signed up to WordPress on a US site on the 2nd Dec 2020 as that was the last PayPal transaction to WordPress. However I have no idea how to access that.

The form above should still work with the PayPal details.
You should be able to acquire the transaction ID as per this guidance: https://wordpress.com/support/billing-history/#retrieving-a-paypal-transaction-id

The charge was found using the link however it isn’t showing up on my purchase history. Is this because there is a US site? How can I access my account on there?

It’s most likely not showing in the purchase history, as the charge is on a different WordPress.com account.
Have you tried using the account recovery form using the transaction ID here: https://wordpress.com/support/account-recovery/#account-recovery-form ?
