  I will host my domain later with wordpress.com , are paying customer allowed to place affiliate links and other money making banners?

  No.

  Getting a custom domain doesn’t exempt you from the Terms of Service here. You will need paid hosting and software from WordPress.org to do this.

  The WordPress.ORG software is Free – many hosts already have the ability to install a WordPress.ORG blog as part of their hosting service – ask your host or get your software from WordPress.ORG
