Videos can only be embedded in WordPress.com blogs from the sites listed on this page: Videos
It’s possible that you’ve seen self-hosted, WordPress.org sites that embed videos from other sites. However, WordPress.com and WordPress.org are two different entities. There are more options but also more responsibilities if you have a WordPress.org site — you can read about the differences here: WordPress.com and WordPress.org
