  Hi there, the easiest way to do this is to add a border in an image editing program before you upload the image to your WordPress.com website.

  Otherwise, you would need to edit your post in the WP Admin Post Editor, click on the image and use the Advanced Image Options to set a border. More about that here: https://en.support.wordpress.com/images/image-settings/#advanced-options
