That is actually the maximum size for a slideshow-type gallery in the theme you’re using.
You might want to use a standard gallery format, as when an image is clicked in a standard gallery, it opens a full-screen slideshow.

No, you don’t really have to switch themes, it’s just that the slideshow gallery type won’t be any larger on the theme you’re using.
Have you tried changing that to a standard gallery, so you can see the fullscreen slideshow which appears when you click an image?

Also why can’t I use a plug in like Next Gen? There is no place to access plug ins on my theme either

On the page in question, edit the inserted gallery, and choose “Default” from the gallery type drop-down menu to the right.

I downloaded Full Frame theme but how can I install it? There is no upload tab in the Appearance>Theme area.

Themes can’t be uploaded to WordPress.com. That’s a feature of self-hosted blogs through WordPress.org.
