That site is not hosted on WordPress.com, it’s using the self-hosted WordPress software from https://wordpress.org
And, to clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.org/support/article/wordpress-vs-wordpress-com/
They just develop, distribute, and support the software. They have no more control over a site running WordPress than Microsoft has over a novel written in Microsoft Word.
Your best option is to get in touch with the site’s hosting provider, and based on https://digital.com/web-hosting/who-is/ that’s DreamHost, and they have a contact for reporting abuse at https://www.dreamhost.com/legal/abuse/
